Статья посвящена рассмотрению применения политических технологий в законодательном процессе. В качестве ключевых особенностей таких технологий выделены их тиражируемость, строгие процедурные рамки, в которых они применяются, а также объект воздействия – законодательный процесс. В статье проанализированы конкретные приемы, применяемые политическими акторами в зависимости от их целей – ускорение, замедление или блокирование принятия того или иного политического решения. Также отмечено, что ключевыми акторами законодательного процесса являются президент, правительство, депутаты и сенаторы. Установлено, что важной частью законодательных технологий является использование юридических процедур законодательного процесса. При помощи манипулирования ими политический актор может влиять как на ход законодательного процесса, так и на его конечный результат.
Abstract
This paper is devoted to the consideration of applying legislative technologies by political actors in the legislative process. The key features of such technologies are their replicability, strict procedure framework and the legislative process as the field of their application. The paper examines how political actors used specific techniques, depending on their purposes, such as speeding up, slowing down or block the adoption of a particular political decision. It was also noted that the key actors of the legislative process are the president, the government and parlamentaries. It was found that the procedures of the legislative process are an important part of legislative technologies. A political actor can manipulate them and exert to the result of legislative process and the specific characteristic of the decisions taken. At the same time, the political entity of the legal framework legislative process begins to work, provided that the political actor has the will.
