Редакционная коллегия журнала «Политическая наука» (ISSN 1998-1775), издаваемого ФГБУН «Институт научной информации по общественным наукам Российской академии наук», предъявляет высокие требования к представленным для публикации рукописям. Уровень требований обусловлен научным характером журнала и принятыми в научном сообществе стандартами качества.

При разработке этических норм учитывалась положения Декларации ассоциации научных редакторов и издателей «Этические принципы научных публикаций», а также рекомендации Committee on Publication Ethics (COPE).

Разработка и соблюдение этических норм — важнейшая характеристика профессионального научного сообщества. Их цель — обеспечить поступательное развитие политологического сообщества, гарантировать права интеллектуальной собственности и предупредить возможность злоупотреблений.

Лица, участвующие в подготовке номеров журнала, — главный редактор, научные редакторы, авторы и рецензенты — обязаны руководствоваться следующими правилами.

Редакторы:

  1. Все поступающие в журнал материалы проходят процедуру рецензирования.

  2. Редакция не несёт ответственности за возможный ущерб, вызванный публикацией.

  3. Ответственность за принятие/отклонение рукописи лежит на главном редакторе и научных редакторах. Редактор принимает во внимание рекомендацию рецензента, однако может отвергнуть рукопись и без рецензирования, если сочтёт, что она не соответствует профилю журнала.

  4. В случае обнаружения фактов нарушения чьих-либо прав или общепринятых норм научной этики редакция вправе изъять принятую к публикации рукопись из дальнейшей работы, известив об этом автора.

  5. Главный редактор и научные редакторы обязаны уважать интеллектуальную независимость авторов.

Рецензенты:

  1. Рецензентами журнала могут выступать члены редакционной коллегии, а также представители профессионального сообщества, привлекаемые на добровольной основе.

  2. К рецензированию не могут привлекаться люди, долгое время сотрудничавшие с автором(-ами) в одном исследовательском коллективе, а также являвшиеся (являющиеся) научными консультантами (руководителями) авторов при соискании учёных степеней.

  3. В случае если рецензент по каким-либо причинам не может принять участие в рецензировании, он обязан незамедлительно уведомить об этом редакцию.

  4. Рецензент должен оценивать качество рукописи исходя из следующих критериев: отражение современных научных подходов и относящихся к теме публикаций (отечественных и зарубежных); соответствие жанру научной статьи (чёткая постановка научной проблемы, корректность аргументации, адекватное использование научных методов анализа, строгое использование понятий и т. п.); соответствие требованиям научного стиля (точность, логичность, последовательность, доказательность и пр.).

  5. Рецензент обязан отмечать любые случаи некорректного цитирования работ других учёных, уведомляя редколлегию о любом существенном сходстве между рассматриваемой рукописью и ранее опубликованными работами третьих лиц.

  6. Рецензент должен уважать интеллектуальную независимость авторов.

  7. Рецензент обязан своевременно представить отзыв.

  8. Рецензент не должен использовать информацию о содержании работы до её опубликования.

  9. Рецензент обязан соблюдать конфиденциальность при работе с рукописями. Он не имеет права показывать их другим лицам или обсуждать с коллегами.

Авторы:

  1. Все, кто внёс значительный вклад в представленную работу и разделяет ответственность за полученные результаты, должны быть упомянуты в качестве соавторов рукописи. Остальные контрибьюторы могут быть упомянуты в примечаниях или разделе «Благодарности».

  2. Ответственность за внесение в список соавторов причастных к созданию рукописи лиц лежит на авторе, представляющем её к публикации.

  3. Авторы несут всю полноту ответственности за представленные в рукописи результаты исследования.

  4. Представляемые к публикации рукописи должны относиться к одному из следующих жанров: научная статья, обзор, реферат, рецензия, перевод. Поскольку номера «Политической науки» являются тематическими, содержание рукописей должно соответствовать их тематике. Объем рукописей не должен превышать 30–40 тыс. знаков (включая пробелы) для статей и 16–24 тыс. знаков для рецензий и рефератов.

  5. Предложенная к публикации рукопись должна представлять собой полноценное оригинальное научное исследование, результаты которого ранее не публиковались в других изданиях.

  6. Цитирование чужих работ или ссылки на них должны сопровождаться указанием авторов и первоисточников. Не допускается присвоение прав на результаты чужих исследований.

  7. Не допускается излишнее или неуместное самоцитирование, а также цитирование авторами своих коллег по месту работы и научных руководителей.

  8. Цитаты из чужих работ и самоповторы не должны составлять более 30% текста.

Ethical Principles of Academic Publications in the journal Political Science (RU)

The editorial board of the academic journal Political Science (RU) (ISSN 1998-1775) published by the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences adheres to a high level of requirements to manuscripts submitted for publication. These requirements are defined by the academic nature of the journal and by standards accepted in the academic community.

The ethical principles were developed by taking into account the provisions of the Declaration of the association of scientific editors and publishers “Ethical Principles of Scientific Publications” and recommendations of the Committee on Publication Ethics (COPE).

The ethical principles are one of the most important criteria for a professional academic community. Their acceptance and compliance with them are determined by the desire to provide maximum benefits for the development of the political science community, to prevent the pursuit of personal interests and to ensure intellectual property rights.

The ethical principles refer to persons participating in the preparation of journal numbers: an editor-in-chief, editors, authors and reviewers. All these people assume the obligation to adhere to the following ethical principles:

The ethical principles of editing:

  1. All incoming manuscripts are subject to peer review.

  2. The editorial board is not liable for possible damage from the publication.

  3. All responsibility for accepting or rejecting of a manuscript falls on the editor-in-chief and the editors drafting the issue. The editor takes into account recommendations of a reviewer. Nevertheless, manuscripts can be rejected without peer review if the editor thinks that they do not correspond to the profile of the journal.

  4. The editor has the right to withdraw an article accepted previously for publication if it turns out that someone's rights or standards of academic ethics were violated. The editor informs the author about withdrawing of the article.

  5. The editor-in-chief and editors should respect the intellectual independence of authors.

The ethical principles of reviewing:

  1. Reviewers of the journal may be recruited from the editorial board or from the professional community on a voluntary basis.

  2. Persons who cooperated for a long time with the author(s) in the same research team or were their academic supervisors while working on the thesis may not be involved in peer review.

  3. The reviewer must immediately notify the editorial board if he (she) is not sure that his (her) qualification corresponds to the level or to the subject of the reviewed article or if there are other reasons that exclude his (her) participation in peer review.

  4. The reviewer must objectively assess the quality of the manuscript taking into account the following criteria: acquaintance with modern scientific approaches and publications on the topic of the article (domestic and foreign), correspondence to the genre of the academic article (a clear statement of the scientific problem, correctness of argumentation, adequate implementation of scientific methods, strict use of concepts etc.), upholding the requirements of the academic style (accuracy, consistency and so on).

  5. The reviewer must note any case of incorrect citation. He (she) must notify the editorial board about any significant similarity between the manuscript and any previously published article of other authors.

  6. The reviewer must respect the intellectual independence of authors.

  7. The reviewer is obliged to provide a review at the agreed time.

  8. Reviewers are not allowed to make copies of manuscripts for their own needs. Reviewers do not have the right to take advantage of knowledge about the content of the work before it is published.

  9. The manuscript received for peer review should be considered as a confidential document that cannot be passed on for review or discussion to third parties.

The ethical principles of authors:

  1. All persons who have made a significant contribution to the study and share the responsibility for the results should be indicated as co-authors. Other contributors must be mentioned in the notes or in the section “Acknowledgments”.

  2. The author who submits the manuscript is responsible for listing all co-authors.

  3. Authors bear full responsibility for research results presented in the article.

  4. Authors may submit manuscripts of following genres: academic articles, reviews, essays, translations. Issues of Political Science journal are thematic, so the content of manuscripts should correspond to the subject of the issue. The volume of manuscripts should not exceed 30–40 thousand characters (including spaces) for articles and 16–24 thousand characters for reviews and essays.

  5. Manuscripts should present results of a full-fledged original author's scientific research. These results may not be published earlier in another journal or book.

  6. Citation of other researches should accord to accepted rules and indicate authors and sources. Appropriation of rights to the results of other researchers is inadmissible.

  7. Excessive self-citation and friendly citation are interpreted as fraud.

  8. The originality of a manuscript should not be less than 70%
